The Doctor and Peri visit the mining planet of Varos, in order to pick up some Zyton-7, a rare compound needed by the TARDIS. The inhabitants of Varos enjoy watching criminals being publically tortured and executed, and punish unpopular decisions by direct pain control of the Governor! The Doctor discovers that Sil, a small and obnoxious reptile from Galatron who is supposed to be negotiating a trading arrangement with the Governor, is in fact plotting to take over Varos to gain total control of the Zyton-7 supply!
